Based in the movement of cultural decentralization of the 80, the Regional Funds for Contemporary Art(FRAC) function primarily according to a partnership between the State and Regional Councils. The directors of these institutions, meeting together since 1986 (ANDF) seek to share their skills, establishinterregional and international collaborations, to invent new ways to introduce contemporary art to thepublic and support artists that seem the most innovative and whose works resonate with the modern worldin its various aspects.
The Frac are collections whose horizon is an art scene considered in its international dimension: every year, artists of all nationalities enrich of their works funds remarkable for their quality and diversity. In2007, nearly 18,000 works are thus retained by all the Frac, allowing the representation of almost 6000artists. Putting together the French and foreign artists, the Frac participate in the vitality of the exchange of ideas and confrontation between different ways of making art in the new millennium, including when it comes to question, for some, the apparently indispensable logic of the art object (as a value or heritage, for example) in the era where creative techniques and communication are the most intangible.
Purchased works are also related to exhibitions: they are made not only in regional borders, where they allow regional public access to the most current research, but also internationally, where the collections ofFrac are valued in prestigious museums in which they testify and affirm the traditionally universalistcommitment of France, in a field too often subject to national considerations. French artists can take theirwork beyond national borders, compare their practices with geographical and historical contexts that vivifythem back, especially when they are offered opportunities for productions that will, if successful, enrichingcollections.
